When my Customers checkout on the website, in addition to their items, I want to see other information that I ask of them.
Can I ask them for a PO#?
Can I ask them to attach their logo?
Can I give them a place to put Notes, Questions?

With Odoo v11 this is actually an option in the Online, Community and Enterprise Editions:
1. While logged in as a user who can Edit the Website, visit the page /shop/cart
2. From the Customize Menu, select Extra Step Option under Wizard Checkout
Now you get an Extra page which you can customize like a regular View:
