I use odoo 13
How efficient it is to create a new app using Odoo Studio, this comparing it with a completely new programming.
Is it difficult to venture to program a new module with only basic knowledge of python?

Yes, you can certainly develop a simple application with Odoo Studio. Automated Actions and Server Actions can help you to add some business logic / workflow.
Some very basic Python knowledge will enable you to go a bit further. If you can understand the XML generated by Odoo Studio and what is possible in Odoo that will enable you to overcome some of the limitations.
Another approach is to use it as a prototyping tool and then hire a developer to convert it to an app and add in the missing functionality.
It's hard to know whether this is efficient, as this will depend on many different factors!
