A week ago install a Odoo 10 executable on a Windows v2008 server. It had a backup of a BD with the same version (Odoo 10). odoo 10 is working on python2 so first install libsass version 0.12.3 or 0.17.0 using the following command.
pip install libsass==0.12.3 / 0.17.0
npm install -g less@3.10.3
