Can anyone explain the difference between Odoo.sh and Odoo Cloud Hosting?
I would also like to know the technical "substructure".

We covered the technical part of Odoo hostings pretty well in our latest article. There are some nice tips to go with it and, if something is unclear, feel free to leave a comment - one of the writers will make sure to respond and help you out!
Basically:
Cloud hosting: You get access to Odoo with standard functionality and standard modules. Your Odoo database is hosted on Odoo SA servers. You are not able to upload your own / third party modules.
Odoo.sh: You get you own virtual Odoo server, hosted on ODOO SA's hosting center. You get access to create both development, staging and production databases and work simultaneus on theese. AND you can upload third party modules as well.
There are some limitations on cloudhosting functions, which i am not quite aware of....
One limitation at the moment is that you can not use SSL. Odoo's recommended workaround by using a CDN with SSL between client and CDN is not an alternative.

If you are no able to upload your own or third party modules. What is the functionality of the "base_import_module"?
And why in Debug Mode does the user have access to the app store?
