You could probably change the default access right to be public user.

However you would need some notification or actions set when a new user is created so the user can be provided with appropriate rights later.

In standard odoo, when any user sign up from the website it creates the portal user for them.
If you want to restrict that process and need to approve first before the system creates a portal user then you have to modify the existing flow.
