A RFQ is just the purchase order in draft. You have to confirm it so it's going to be a Purchase Order. It's like any form on OpenERP.

When you create something it doesn't mean that you are going to do it, only when you confirm it it's going to work. On PO the draft mode is called RFQ.

Try to install the module of this link: https://www.odoo.com/apps/modules/7.0/purchase_crm/

This module allows you to generate request for quotation from the opportunity form view.
