I want to create new user and give full access rights of admin user in odoo 10.

The admin is a special user in Odoo.
You cannot create another user with EXACTLY the same permissions as the ADMIN user - this is because you need at least on user who is not bound by security rules, in case you make a mistake with security rules.
How can I give maximum access rights ?
put him as Manager for your application under setting s> users > access rights.
