In the current OE V11 I was unable to find a menu to merge contacts
this used to be there in previous versions
Am i missing something ?

Are you sure the CRM module is installed ?
This feature is part of CRM module. If this module is not installed, you can install this functionnality with this OCA free app:
https://apps.odoo.com/apps/modules/11.0/base_partner_merge/
