I make new object called 'wtc.approval.line' in odooV8 as well as it's tree view in my new menu item inside portal menu.
the problem, is it possible using another object like purchase.order in it's menu item form view ?

No you cannot !!
When ever you are writing a Action, All views such as tree, form, graph etc should be pertained to one single object...
