Our project structure is as follows:

The phases of a project can be anything from 1 to more than 30 phases. In many projects, the phase names are the same (like concept phase, testing phase, prototype phase etc.)

The activities in all phases is a defined. It is a limited number of activities an employee can choose from when registering hours (like meeting, design, travel etc.) These activities have to be available for all possible projects and phases.

During the quotation process, these phases are mostly already defined in the quotation, with the pricing for each phase.

How is this best set up in Odoo?

Hi,

Odoo allows the end user to track how much time an employee spends on a project. A timesheet is a means of keeping track of employee working hours. 
Using Odoo's Timesheet tool, you can quickly analyze the employee working report, which includes project-based and task-based working time

1. Project -> Configuration -> Time management -> Timesheet Once enabled, it will allow the user to add a timesheet to the Project
2. Project -> Configuration -> Project ->Create -> Enable Timesheet
