I have a client who wants to create an online store that is only available for employees to use to purchase certain promotional items. All employees have Microsoft365 email accounts, so my client wants to enable SSO. The employees are not and will not be Odoo users, just store customers. Is there a module to allow 365 SSO for shoppers/customers?

You could have 'portal user' as the default access rights. Authenticated users not already in Odoo would be set up as customers.
Settings > Permissions > Default access rights
Or if you enable new user creation from SSO, you could provide a template user with only portal access
