I am new to Odoo ERP. Can you tell me if there is a module to automate the Tender process from purchasing of bid document all the way to following up on the evaluations?

If you are issuing the Tender, Odoo 12 has a Purchase Agreement Type called "Call for Tender" that you may want to look at.
If you are participating in a tender issued by a customer/prospect, you may want to browse through the list of 3rd party modules available at https://www.odoo.com/apps to see if there is something that meets your needs.
