How can I make it possible for my customer to print out his basket in the form of a quote without validating his order, so that he can show the quote, for example, to his superiors who have to validate the purchase?

The cart can be viewed as a quotation if the stage is changed to Quotation sent for that order
As products are added to cart, a quotation is generated, it can be viewed from website > eCommerce > (Orders) Abandoned cart
Select the record and action (mark quotation as sent) (It is the gear icon). Once the stage is changed to quotation sent, customer can view the quotation from their portal view > My Account > Quotations to review
Alternately quotation can also be emailed, stage would change to quotation sent as well
Do I have to do this manually then? And the customer doesn't know that he has to abandon his shopping cart to receive the quote?
Yes manually if it is going to be one off.
If this is an option you need to provide to all customers at all times then one of the quick way could be to create a new payment method - ‘ save as quotation’ (maybe) with provider ‘Bank Transfer’ or Pay at Store
If an order is unpaid it moves to ‘quotations sent’ stage. customer can view in portal and confirm as order
