What is the best setup for developing openerp7 modules in WINDOWS environment?

I have installed,

Python Postgres Openerp Eclipse/PyDev plugin the openerp templates seem to be obsolete

Where do I start to create a new module and how do I compile or run it? Where can I execute openerp-server -load/other commands on windows. After creating the addon folder, how do get it listed on openerp modules list.

I did a lot of search on Google and this help site. The help articles are either for openerp 6 or ubuntu..
