How can I make sure that a specific group of customers always receives the available stock before another customer group? Is there some sort of logic I could use in Odoo?
This use case is for preorder customers

It is possible to have different delivery WH set on the sale order based on customer.
With different WHs, you set reservation policy on inventory operation.
Or you could set a different route of the sale order line and probably control reservations.
what is the method to distinguish between a pre-order or otherwise?
Ho there sorry for the confusion!
Actually it doesn't matter if it is a preorder.
I just would like to distribute the existing stock first to our premium customers to make sure they get the stock instead of other customers and would need for this a solution!

If the reservation method on the delivery order is changed to 'Manual' no reservations would be done for deliveries.
This would allow for review of deliveries and manually reserving by clicking Check availability button on the delivery operation.
Product forecast report also provides an overview to unservere.
