One of our MOs has had the state change from Draft straight to "To Close" by accident. I think this is causing an issue where the MO doesn't show in the item's Forecast, but I can't replicate the issue.

I tested. When I set the order in status "To Close" the requirement and the expected receipt still shows in the forecast report. I cannot replicate you issue there.
But set status back:
I find in the action menu an action with name Update status:
It works.
But if you use work centers and operations, the work order will be in status: Finished. You need to manage the work order:
Go to Manufacturing->Operations->Wokr order.
Select list view an filter on status finish. Search for the manufacturing order related and tick off on the left. The action menu appears and you should find the same action: Update status. Process it. This also changed the status of the manufctauring order.

Thanks for your answer. I work with Ben and am looking at this solution.
We have a smaller list of actions available to us. On an MO in status "To Close" we only see "Duplicate", "Delete" and "Split"
On the Work orders linked to the MO we only have options "Export" and "Delete" in the action menu.
are the additional Actions you have available to you custom?
I don't know. You should have the Action "Update status". Perhaps it is something about authorizations? If you set the Work order status back to "In Progress", the MO will be updated accordingly.
