Can I assign responsibility for an interview with an internal employee, who is not a Recruitment Officer? Is it possible that the responsible user, can view/edit only that interview that he is responsible for?

Hi,
Yes, you can assign the responsibilities to the internal user. You need to add a relation filed for the internal user, ie try to create a many2many/many2one field in the model with the hr. employee relation based on that field in one way you can assign the interview role to that group of people with new functionalities otherwise you can override the already available filed functionalities.
