I can not install new module, I receive this error message that appears.

You try to browse to something but the browse result does not come up with anything. That means it will return False. 

After that you to try manipulate that browse, assuming it exists. And since it does not "False" (a Bool) does not have any attribute called "lower".

Try to browse with an actual id, to see if that works, so; wizards.browse(cr, uid, your_id_here).

I see your error is based on a Yaml-file. I have not yet worked with this, so I am not sure if my solution will work, but I am quite sure that the error is caused because of what I mention here.
