I thought OpenERP was to simplify managing more than 1 companies. Why does it seem so complicated to do so then?

Did you checked the field "Multi-Company" for Accesibility under "Acces rights" Tab in the user Form View.

After your last comment and some investigations, i found that it is a normal operation. I mean that a user in a company can't delegate or assign a task to another user in another company.

And here, there is a misuse of the word USER, we should rather say EMPLOYEE.

I explain:

In OpenERP when creating a user, you have first to choose for which company it belongs.

And after you can also give him some or all access rights to other companies but as OpenERP user not as a company Employee.

In OpenERP, as in other ERP, "Multi-Company" means that we can manage many companies with the same Software, within the same database, or multi-database environment (this depend of the structures and activities of each company).

In the real world, a company can not and must not interfere in the work of another company (this is a logical and leagl policy) .

In your case, a Project is a specific and internal activity to a company.

And in a company, tasks are assigned to company's employees (Which also can be an OpenERP users).

Don't imagine a "Multi-Company" as a kind of a "SUPER-COMPANY".

So, there is a separation between an OpenERP user role and a Company Employee role. (I should say Company's OpenERP user role!!!).

Maybe i'm wrong, but i think that the misuse of the words, user and emlpyee, is due to the fuzzy separation between the two roles in the actual conceptual structure of OpenERP.
