In our sales process, we produce a licensing doc. This was set up as a template in our old CRM system and populated the fields when merging the document. Is there any type of similar functionality/addon/app in Odoo? I've search the help forum, apps, and google, but can't seem to find anything on this.

Failed to mention that I'm running v11 CE
The you have 4 choices:
- change to Odoo 10.0 for using py3o
- port py3o to Odoo 11.0 yourself
- pay somebody to port it to 11.0
... or wait until it has been ported.
You may want to check the available report engines, such as Aeroo or py3o
