Looks like there is no option to publicate project as it was in odoo 8. There was fourth option for project visibility "public project". Currently there are 3 options only, even in odoo 10 enterprise: "on invitation", "for employees" and "for selected customers". If you install website portal or other website access module, invited customers will be able to log in and to see projects, invoices, orders etc with granted access in section 'My account' as stated behind. Public projects was available, as I remebmer even for unregistered visitors of your web site."
