I'm trying to change the user's email address, but odoo gives me an error that there is a second user with the same email address. But there is no such mail in the search among users, and there is only 1 account where I am trying to change the mail.

Go to the list of users and remove all filters. If the user isn't there, there is most likely an archived user with the same login. You can find it by using the Inactive Users Filter:

Odoo enforces email uniqueness across users via a database constraint. The error occurs if:
* Another user (even archived or inactive) has the same email.
* A portal or shared contact was auto-created with that email.
* The email exists in a partner (res.partner) record linked to a user.
Review all user emails, even for archived users, and modify any duplicate email addresses to avoid conflicts.
