Specify USER_FIELD_OF_RECORD <> user.id in the Record rules.
For more examples, search in the standard objects
Tips:
Ctrl + H, will search the stuffs easily in IDE like Eclipse, PyCharm etc.
the record rule ['user_id','!=',user.id] no corectly, manager department access enter self timesheet, but Should not access approve button in the self timesheet
