You get this error because your analytic accounts chart is empty, (I got the same error too).

You need to setup your analytic account chart first as described here: https://doc.odoo.com/book/3/3_9/accounts_place/

When creating the project, on the second tab (other informations) Select a parent analytic account for your project at the bottom, better choose an account of type "Analytic View" as base account. This way, your project will generate an account in your analytic account chart under the account you choosed as basis. Remember, when creating an analytic account of type "Contract-Project" it automaticaly creates a new project. I my opinion, better not create this kind of account manualy into your analytic accounts chart. Let it be created by your new project

By default when we add new Project the Parent Analytic Account is Projects as type analytic View.

In Your case ,The account analytic named 'Projects' type view is deleted so add new account analytic named 'Projects' Type Analytic view.

Add New Project named Test set the parent as 'Project' and Save and then active the developer mode and set default Parents Analytic Account , chek all users and save.

Field Analytic Accunt many2one(account.analytic.account) is mandatory in project class.You may not have view access for this fields.Kindly add ur user name into analytic account group.
