In the default Odoo, there is no such option for that. The Down payment can only be received after the confirmation of the Order.
I think you will have to do a customization to implement this feature.
As an alternative, you can manually receive the Payment from the customer using Accounting > Customer > Payments
Then confirm the Quotation
