As noted in documentation - ADempiere has a feature that allows you to attach any document to any record.
So does OpenERP have such a feature and I've just not found it yet?

Yes. OpenERP 6.x has this option from the sidebar. In OpenERP 7.0, The messaging system allows attaching a file with a message linked to any record.
You can also install the document management module for much more advanced features like indexing.

If you have had the answer you needed you should "reward" the author by clicking the check mark in the left margin.
To use attachment in OpenERP 7 you must install the module document
This is not a "must". Documents can be attached to a message in the chatter section. Actually this features is the reason that Attachment sidebar option is no longer a base feature.
This user want attach file to all the class and not only in the message. To do this he must installa document module.
