I have a basic odoo 13 community system with inventory module installed.
I have enabled 2 languages, however i can not see from where to translate my categories name .. i can only enter them in one language .. please advise?

It is possible to translate the eCommerce Product Categories.
Go to Website > Configuration > Products > eCommerce Categories and edit the category you want to translate. You will see a language code appear in the name field in edit mode like so.
If you click on the language code, you will get a popup to enter the translations in the activated languages like so.

Hi: As mentioned by Ermin, the Product Categories within the Inventory module are not translatable. The link provided by him has a comment from Odoo which explains the reason why.

I posted the above because one of your comments stated " is their anyway to make them translated ? at least to be used in eCommerce website later ..". So this could be something that may be of use to you later.

I assume you refer to the product categories. These can not be translated. Please refer to this Github issue for further explanation:

Some kind of a workaround is to define them in the language, which seems to be the most appropriate for your internal use.

You can translate e-Commerce-Categories, as Paresh has shown you. You can not translate internal product categories, no matter if you find that helpful or not. Read the Github issue I have linked and you will understand why. You should not use the same categories for e-Commerce as for internal use, as they serve very different purposes. That's why different categories are available at all.
