not in standard odoo, because basically odoo needs to fetch ad-hoc the employee information (last clock clock-out, pin number, active / inactive etc)

but with customization it can be achieved if you apply good security practice and corner cases (you can check how barcode scanner and POS work for offline)

An another challenge will be to sync those data once odoo is online, especially when you havy many kiosk active in your company,..

But in such topics I always say it's less costly to make odoo always online (with sim card, backup network,..) then customize and maintain such type of extensions
