Hi,
In the on change function of the product price you can notify the managers.
For to notify the managers you can use this community modules :
Web notify : https://www.odoo.com/apps/modules/9.0/web_notify/
Pop up notification : https://www.odoo.com/apps/modules/9.0/popup_notifications/
