Can I offer the Odoo community solution to the business after doing some code customization to meet customer requirements without having to worry about stop working with community version or loosing customer data ?
I mean is it illegal to do that ?

Yes, you can offer the odoo community solution to your customer and its legal to do it. You wont loose the data at any point by the external interference, as the system will be in your control.
