How can I setup accouting other then given "l10n" Modules.
Eg : Filipinse accounting, Malisia accouting, Brazil accouting, Singapore accouting etc....
Is there any option for that ?

If no localisation is available for a country, you can choose the custom chart of accounts if you do not want to start from scratch. You can refer to the topic https://www.odoo.com/forum/Help-1/question/Do-I-have-to-create-a-chart-of-accounts-from-scratch-54299 and more specifically the part about the Custom chart of accounts.
