I want to create a new menu that has a users and groups submenu without other settings menus, how can I do this

Hi,
You can define the new menu and its sub menu's and link the existing action of the groups and users menu to your new sub menus.
Suppose if action of users menu is with external id "base.action_res_users", when you define new sub menu set this external id as your action.
