If you are not getting the menu even after the action is defined for the menu, give access rights for the menu and corresponding model.

for the submenu you have specify the action, then after the menu will be visible:

for eg:     MASTER MENU

                       -   SUBMENU 1 (if this menu have no child menu, then this menu have the some action.)

see the example of the Menu Sales -> Orders.

the Orders menu has the child menu, then you have to give the action to Orders child menu. like the Customers, Quotation menu has an action.
