In Odoo Standard, it is possible to :

Use the same email adress for different companies
Use the same email adress for 2 contacts within the same company

Is there a specific reason why no check is made on email? Is anyone finding this problematic or at least not following their requirements and has found a module that does a check on a unique email adress?

It depends on customer requirement.  If email needs to be unique, you could add _sql_constraints

class res_partner(orm.Model):
    _inherit = 'res.partner'   

    _sql_constraints = [
        ('email_res_uniq', 'unique (email)', 'Partner e-Mail must be unique.'), 
    ]
