First of all ensure that the you have installed the modules providing this feature in community edition.
By default budget is part of enterprise edition and if you need the same in community you have to download and add/install the needed module in your odoo instance.
Community budget modules:
* https://apps.odoo.com/apps/modules/16.0/om_account_budget/
* https://github.com/OCA/account-budgeting/tree/16.0/account_budget_oca
You can download the modules from the above and add it in your odoo instance and install the application.

In Odoo, budget management capabilities are primarily available in the Enterprise Edition.
Try the custom module,
https://apps.odoo.com/apps/modules/16.0/base_account_budget/
