The answer was not "yes" because you can select only one but if you choose the multiple RFQ selection you can only select one but the others automatically wont be cancelled

yes you can simply go to configuration > Purchase Agreement Types
and change the setting for call for tenders PAT to {Select multiple RFQ (non-exclusive)}.
