I have Odoo on my server and some modules (such as Accounting and VOIP) looks like preinstalled and I only see button Upgrade. But I do not see Accounting module in my Odoo. And when I click Upgrade I only see the website about this module

you are using Odoo Community version as the word "Upgrade" states that you should upgrade to enterprise edition to be able to use these modules
P.S. these modules are not pre-installed, you cannot install enterprise modules in a community edition
