The error message is telling you that the user is not a member of any of these access groups

• Inventory / Administrator or User
• Quality / User
• Internal User

I'm not quite clear who is getting the error. 

• If it's the customer (accessing it through the portal) then they would not be a member of any of these groups, but they shouldn't need access to the Delivery Order (stock.move / stock.move.line)
• If it's an internal user, they should have access through the Internal User access group.  As standard it is inherited by all application access groups:

You check that and add it back if it's been removed.

Are you on Odoo Online?  If not, do you have any customization?

Hi Please verify that the user has administration access for inventory fromSettings -> User & Companies ->Users -> Select your user

Check whether you have provided administration access
Also check that you added the user to the groupsexample:Settings -> User & Companies ->Groups -> Select your user

Search for Inventory/Administrator
add your user in it if it is not available there
