Quotations are localized ... so per user it can be a different language.
Yet the pdf quote builder in 17 does not seem to support that ? How can i have multiple header and footer pdfs per language ?

According to our R&D team, this feature is not yet supported in the standard version of Odoo 17, but might be added on their roadmap for future improvement.
