Is this a bug?
I hope it's not enabled in the background by default. But it doesn't seem so when i create a sales order.
I tried the runboot also. It's possible to enable in Odoo 18 but not 19.

I got an answer from support (this should be in the documentation):
After consulting with my team, I found that the removal of the checkbox was intentional. The new way to enable this configuration in Odoo 19 is to navigate to the setting and click on the OSS Tax Mapping link as shown below:
Once you do this, your fiscal positions will automatically update with the appropriate tax rates for the various countries as shown in this screenshot:
If you wanted to disable this feature, you can simply check the countries you'd like to remove from this setting and archive them.
