Is this a bug?
I hope it's not enabled in the background by default. But it doesn't seem so when i create a sales order.
I tried the runboot also. It's possible to enable on Odoo 18 but not 19.
I cannot enable EU Intra-community Distance Selling on Odoo 19. Odoo 18 works fine. Bug?
