Probably not possible, in standard configuration an MO is looking for all components at 1 location (defaults to WH/Pre-production if multi-location is enabled).

While you can define multiple routes for manufacturing, you can only select 1 route prior to confirming MO (Operation Type field on Miscellaneous tab), which means it could be either stock to workstation 1 OR stock to workstation 2. 

One of the option could be to split the MO into 2 MOs and have different operations for each MO. You can do this by creating a multi-level BOM. Operations & components at workstation 1 would a BOM and this semi-finished product along with other components would be BOM for final product.

The other option could be to have a 2 step picking.. stock to workstation 1 to workstation 2.. Both operations would have all the products/ component (qty) but 2 operations. WorkCentre 1 picks all components from stock while WorkCentre 2 picks only required components from WorkCentre 1

In Odoo 14, you can create two separate routing operations for each work center, and then assign the appropriate components to each routing operation. Then, when you create a manufacturing order for the product, two separate pickings will be created, one for each routing operation and work center.

To do this, go to the product form and click on the "Routings" tab. Then, click on the "Add a Routing" button to create a new routing. Give the routing a name, and then add the two operations, assigning the appropriate work centers to each operation. Finally, make sure to assign the correct components to each operation, so that the correct materials are picked for each work center.

Once you have set up the routing, you can create a manufacturing order for the product and the two pickings will be automatically generated for the different work centers.
