I use Odoo 17 on-premise. I removed PostgreSQL by error and now I need to get my database back. I went to C:\Program Files\Odoo 17\PostgreSQL and there is a folder called data, now i don't know what to do. How can I read that folder to get my data back?

Try this,
Reinstall PostgreSQL with default settings
Stop the service
Edit the postgresql.conf file to point to your old data directory
Then, restart the service
