Users cannot open po if someone else attached a file

Question

Hi I am failry new to Odoo and I am having the following problem.
Some PO's cannot be opened by it seems like all users except administrators and the person that created the po.
The ones that cannot acces it get this error.

When I open the po as admin i can see it has an attachement vissible. If I deleted this attachement from the view my users are able to op the po.
I have been looking into the acces control settings but cannot seem to find the one I need.
Can anyone point me in the

some attachment is not visibility for all user, you can see in attachment form it has field Is public document its true or not?

Thanks for the help. In the end I found that if I changed my view to not hold thee binary to the file users could access the view.
Binary wasn't downloadable for the list view anyway.
