I am trying to import new records into my Chart of Accounts. I am receiving this error though:
Unknown error during import: <class 'odoo.exceptions.UserError'>: ('No opening move defined !', '') at row 3
This proceeds for every odd row in my import file. I am running hosted Odoo 11.0+e (Enterprise Edition).

I created an opening journal entry as per your instructions.
Now, can you please give me more detailed instruction on how to perform that step:
"Assign that move id to company records via export/import or sql query" ?

It's require to create a opening journal entry before importing new chart of account. So resolve this issue, create a open journal entry with 'Miscellaneous Operations' journal.
Assign that move id to company records via export/import or sql query.
Now, retry to import chart of account, it will resolve this problem.
