In this case, it seems like the "Address" record with partner_id 'COMPANY' already belongs to another company, which is causing a conflict when you try to create a new company with the same name.
To resolve this issue, you may need to update the partner_id field of the Address record to belong to the new company you're creating. Alternatively, you may need to delete or transfer ownership of any other records that belong to the conflicting company so that there are no conflicting records.
