when I open the Accounting settings there is no Fiscal localizations but when I uninstall the account module and reinstall it the Fiscal localizations appear but I lost all the data is there any solution to this problem

When you uninstall a module in Odoo, most of the data related to that module is usually deleted because the tables associated with the module are also deleted from the database. This includes configurations, records, and module-specific data.
If you have a database backup or previous exports of the data, you can use Odoo's import tools to restore the information.
