Hello,
We do not have approval process for sales out-of-the-box, how ever you could configure access rights, like, You could create a group for Technical Heads or GM, and assign that group on Confirm Order button on Quotation, so those users can only validate Quotation. And a sales man can request for approval to management by Send Message/Log Note from the chatter so management will be notified.
If your approval work flow is complex, then you might need development.
