So, is there any way to make Odoo CE version work like "Old Local Software"? Where employees don't need any email to communicate with the other employees. So, there is no need to setting the outgoing and ongoing email. Is it possible?

If the employees are Odoo users, this is possible by configuring in the "my profile" of all users: Notification= Handle in Odoo:
