The purpose of odoo snippet is to use them individually. Suppose there’s a snippet that shows image and you put it in 2 or more places. Imagine if changing one image changed all the images. That should not be the way snippet works.

I agree, this should be possible.  Things like contact forms, Calls to action blocks, etc.   The footer works this way, why can't other areas we define?

The saved snippets in the Odoo website builder are treated as static blocks and cannot be edited as templates. Any modification made to a saved snippet will not be reflected in other instances of the same snippet.

But for this, you can create a custom template that can be modified and updated across all instances. Please check this
